Weather Report Girl (お天気お姉さん Otenki Onēsan?), also known as Weather Woman, is a two-episode anime yuri erotic OVA comedy series originally released in Japan in August 1994 by Toho and released in the U.S. on VHS in September 1996 and DVD August 2005 by The Right Stuf International. It is based on a softcore erotic manga by Tetsu Adachi. The story revolves around Keiko Nakadai, who in the beginning is an Office Lady working at the perpetually last-place ATV television network. However, she is chosen to fill in for weather reporter Michiko Kawai for one night, and Keiko takes full advantage of her opportunity by blatantly flashing her panties while on live television. The incident causes the evening news ratings to jump, and because of ATV's desperation to escape the ratings cellar, Keiko is subsequently promoted to full-time weather reporter, displacing Michiko in the process. The rest of the series focuses on her rivalries with co-workers jealous of and insulted by the nature of her success.

The humor in Weather Report Girl is full of sexually oriented sorority style humor, aimed primarily at young women. The protagonist, Keiko, is depicted as being exhibitionistic, first using her sex appeal to rise to the position of weather girl by flashing her bra and panties, and maintaining her position by frequently wearing lingerie while on the air. She is also very resourceful, always one step ahead of her rivals' various revenge schemes. Keiko is also extraordinarily vengeful, humiliating Michiko on the air by spiking her tea with laxatives after Michiko had attempted a similar tactic against her. Keiko proceeds to masturbate in her apartment while watching Michiko embarrass herself on television. Finally, she is sexually domineering, effectively enslaving Michiko by making her lick her lingerie and forcing her to perform cunnilingus on Keiko for her own selfish pleasure, who due to the on-air incident would have otherwise been fired had she not agreed. The second episode introduces Kaori Shimamori, a reporter who uses her position as a member of the "Diet" at Keiko's expense. Shimamori conspires to have Nakadai demoted after alloting her weather corner during a breaking news report. This effort fails after being flooded with viewer mail protests. Soon after, Keiko and Kaori agree to partner up on a marketing campaign for ATV, though still plotting revenge against Keiko by eavesdropping on her. She soon discovers Keiko's dominatrix relationship with Michiko and becomes friends with Keiko. The OAV ends with a stripping and humiliation of Michiko in which Kaori embraces Keiko's lifestyle and then proceeds to entice Michiko into having oral sex with her while Keiko listens and smirks while she is half asleep.

The manga, which was serialized from 1992 to 1994, starred all three main characters with a simple plot where the women would try to fight for power and authority at the station by performing sexual acts and domination on each other.

The story was remade into a direct-to-video live-action film starring Kei Mizutani in 1995. The video developed a cult following, and it was released theatrically to popular and critical success in 1996.

Toiling in obscurity for years at a horribly rated TV station, Keiko has figured out what the weather report needs and doesn't mind taking off her top (or lifting her skirt) on the air to do it. The ratings aren't going to go down, that's for sure.
Of course, some of the people at the station don't find this appealing, and decide that Keiko's got to go. They devise a series of horrible "accidents" for her, but Keiko usually seems to be about a step ahead of them. Eventually, everyone at the station will discover that there's far more to her than meets the eye as Keiko's star rises incredibly quickly ... and as her importance increases, Michiko Kawai's (the old weather girl) drops. Something has got to be done, but who can do it?

Keiko may be the boss now, but it wasn't always so. In fact, only a few years ago there was someone else who appeared to be the one running the show at ATV (and who wasn't the chairman). And, when these two forces meet, things will become very unpleasant indeed!

The Review!
INTRO: A cult classic in its live action version, Weather Report Girl arrives on the US shores in an anime form. A title that I long awaited for, now here for review.

CONTENT: The story about the weather girl who wanted it all. With an attitude larger than Tokyo, she will do anything she has to, to stay on top, anything. Stripping, poisoning, and even S&M, this is one mean weather girl.

CHARACTERS: Keiko, who the story revolves around, is not a likeable person. In fact, I wish she would get ht by a truck and die. Then again that is the purpose of her. Evil by day, as well as evil by night. Keiko compared to the rest of the characters is the most likeable of them all.

AV: The audio had cut out on me several times and I needed to restart the disc. This was more than annoying. The video style is quite dated and looked very low key, as though production was based on a shoestring budget.

MENUS, EXTRAS & COVER ART: The menus were barely functional. At times I had to hit enter several times before the disc would respond. I found the "play all" feature to be useless, as with both the first episode as well as the second episode would return to the main menu after the first chapter was completed. I found that I needed to do this quite often.

On the extra side of things, a mere slide show was the extent of anything added. For a disc that is titled the Ultimate Edition, I truly would not want to see the regular edition of this DVD. The cover on the other hand was as nearly as bland as the actual animation.

VERDICT: Overall I am disappointed by this disc. Granted the story went as I knew it would, but somehow the poor quality of the disc including audio and the menu behavior did not add to its case. My advice, skip this one.

Synopsis

Nakadai Keiko used to be a glorified office lady at the local news station. Stodgy-looking, with her eyes hidden behind glasses, she seemed an unlikely fill-in for Michiko, the pretty weather reporter who had called in today.

Except that it's all a ruse. Off go the glasses and most of Keiko's clothes! Nakadai Keiko's saucy tactics in front of the camera get people wet even when it isn't raining, and she intends to keep it that way. The ratings are up, the new weather report girl's a superstar, and she's going to keep that fame no matter what it takes. Even if it means sabotaging Michiko's career live on-camera ... or worse!

Can you believe this is from the same director as the first Pokemon movie?

No, I'm not kidding.

Seriously, Weather Report Girl is one of those sex comedies that just goes too far. The primary problem is that Keiko is a vindictive, sick, depraved bitch, and none of the other characters are any more likable, either. Even Keiko's whole "sexy" act comes off more as skanky, and any laughs that come from the plot are quickly replaced by groans and grumbles.

It doesn't help that the entire humor of this piece is based on three things.

1) Keiko is an exhibitionist and a nymphomaniac.
2) Laxatives make you go poo. (Get it, number two? Ha ha ha.)
3) Keiko is a bitch.

Really, that's the entire basis for this series, and everyone else either falls victim or cheers her on. It's pretty lame.

Granted, the "victims" are just as cretinous as Keiko is. Michiko is just as vindictive, attempting to use option #2 to get Keiko off the air, but instead (predictably) falling for her own trick. And there's the creepy stalker guy with the bite marks on his ... umm ...

The first episode ends with a severely unfunny S&M scene, and it's on to episode two, with another rival, Kaori, and more sick and twisted shenanigans that inexplicably end in the female cast having rather badly-animated sex. What the hell?

Oh, yes, and the technical specs. This anime looks terrible. Character designs are largely unattractive, and the whole thing just looks cheap. I imagine the budget couldn't have been any worse if the staff's only means of collecting funds was to chuck spare change at the treasurer standing in the corner, like at a THEM meeting.

Seriously, folks. Between the tacky outfits, the gross-out humor, and the horrendous animation, this is just not worth your time. Weather Report Girl is supposed to be a sex comedy, but it's neither sexy nor funny, and it's only worth renting if you're a masochist and are looking for shock value.

Synopsis:

Thus, when Keiko is called to stand in for the regular weather girl Michiko Kawai, Keiko decides that she's not about to pass up this golden opportunity. As the weather report rolls in, Keiko flashes a little panty for her viewers... leaving everybody totally shell-shocked! Unbuttoning her blouse a few notches below decent level, lifting her skirt up, up, and away... Keiko's titillating stunts are just what the dwindling ratings need! Keiko gets the chairman's nod in no time. And so the prim and proper Michiko is kicked out, and Hurrricane Keiko takes over. But Michiko's not about to give up her place without a fight! Things get more complicated with the arrival of the high society girl Kaori Shimomura. Back from her stint in France, Kaori's classy and refined approach to the news earns her a pretty big following as well... and Keiko finds herself more challenged than ever! It's an all-out battle for the number one spot, and Keiko will do anything and everything to win...

Review:
Satirical and outrightly hilarious, Weather Report Girl pokes fun at the lengths some people will go to for a spot in the limelight.

Excellent characterization is definitely what makes this title. Each major player is well-developed and portrayed in a humorously exaggerated manner -- especially Keiko Nakadai. Little did anyone suspect that a smart, savvy, and sexy bombshell had been hiding underneath the homely facade of thick glasses and frumpy clothes. Keiko's iron will, determination, and seemingly endless supply of guts make her a true force to reckon with, as those who cross her path soon discover. In the meantime, Michiko's passive attitude hides her vengeful motives; Kaori's demeanor is more refined -- although she approaches situations with more restraint, she is just as fired up as Keiko is. As a result, character interactions often result to a lot of funny dialogues, occurrences, and situations.

The artwork is generally okay, albeit somewhat dated and a bit different from what we are used to. The characters look longer and leaner than usual. With regards to sexual content, WRG consists mostly of underwear (think bras and panties) shots, a little boob exposure, masturbation scenes, and some girl-to-girl action. The wacky background music also highlights the show's mood perfectly. Unfortunately, I was not able to check out the English dubbing because I watched the subtitled version. Overall, WRG is more of a comedy than a hentai feature. It's a highly entertaining and fun romp though, and I'd readily recommend it to anyone with a sense of humor.
